Preheat oven to 400 degrees F. Spray a muffin tin with nonstick cooking spray; set aside.
In a mixing bowl or stand mixer, combine flour and yogurt until a thick dough forms. If dough is too dry, add 1-2 tablespoons of water and mix until dough pulls away from the edge of the bowl. Roll dough out onto a lightly floured surface into a rectangle (approximately 10"x14").
Spread marinara sauce over the dough, leaving a 1-inch border around the perimeter.
Sprinkle shredded cheese on top and place pepperoni in an even layer.
Roll the dough up (like you would cinnamon rolls), then cut into 12 equal rolls. Place each roll in a muffin cup.
Sprinkle Parmesan cheese and Italian seasoning on top of rolls.
Bake for 15 minutes, or until edges are golden brown.
